LONGVIEW — The Port of Kalama and Northwest Innovation Works Tuesday appealed the state Department of Ecology’s denial of a key permit for the proposed $2.3 billion Kalama methanol plant, stating the agency unlawfully applied the shoreline criteria. MORE>>
